Blackpool: eight inner-area wards, one very valuable standard
Blackpool's inner-area selective licensing scheme came into force on 1 April 2025 and runs to 31 March 2030, covering around 7,000 privately rented properties across eight wards. Landlords were required to apply by 1 October 2025. There is no additional HMO licensing scheme in Blackpool - the council lists it as not currently in operation - so outside those eight wards and outside mandatory HMO licensing, no council licence is needed.
The eight wards
Selective licensing applies in Bloomfield, Brunswick, Claremont, Talbot, Tyldesley, Warbreck, Waterloo and Victoria. The designation was made on 20 February 2024 and confirmed by the Secretary of State on 15 November 2024 before coming into force. The council publishes a ward checker on its selective licensing page - use it rather than guessing, because Blackpool's ward boundaries don't follow the tourist-versus-residential lines people assume.
The Blackpool Standard is the money
A licence costs £772 for a property occupied by one household, plus £95 for each additional unit, split into a non-refundable £354 processing fee at application and £418 on success. Meeting the Blackpool Standard at inspection - a published property-condition checklist - takes £200 off, plus £20 per additional unit. If you don't meet it but the property has an EPC rated A, B or C, you get £100 off instead. The checklist is public, so there's no reason to fail it by surprise; work through it before the inspection, not during.
Mandatory HMO licensing still applies everywhere
The absence of an additional scheme doesn't touch the national requirement: five or more occupants forming two or more households means a mandatory HMO licence anywhere in Blackpool, in any ward. That costs £1,176 for a first application and £903 to renew. Blackpool's large stock of converted guest houses and bedsits means more properties meet the HMO test than owners realise - count occupants and households, not bedrooms.
What non-compliance costs
The council's published position includes a civil penalty as an alternative to prosecution, an unlimited fine on conviction, interim management orders and rent repayment orders. Its guidance page and its statutory notice quote different maximum penalty figures, so check the current notice for the definitive number - but either way it substantially exceeds the licence fee.
