Brent: two selective designations and borough-wide additional licensing
Brent has two live selective designations and a borough-wide additional HMO designation. Designation 1 covers Dollis Hill, Harlesden and Kensal Green, and Willesden Green from 1 August 2023 to 31 July 2028. Designation 2 covers the remaining listed wards from 1 April 2024 until after 3 March 2029. Additional licensing covers the whole borough from 2 February 2026.
Selective designation 1
The first selective designation is in force from 1 August 2023 and expires on 31 July 2028 unless revoked earlier. It covers Dollis Hill, Harlesden and Kensal Green, and Willesden Green. Check the designation notice and address before assuming a property inside the wider ward is included.
Selective designation 2
The second designation began on 1 April 2024 and expires after 3 March 2029. It covers Alperton, Barnhill, Brondesbury Park, Cricklewood and Mapesbury, Kenton, Kilburn, Kingsbury, Northwick Park, Preston, Queens Park, Queensbury, Roundwood, Stonebridge, Sudbury, Tokyngton, Welsh Harp, Wembley Central and Wembley Hill. Wembley Park and the three Designation 1 wards are excluded.
Additional licensing is borough-wide
Brent's additional designation applies across the whole borough from 2 February 2026 and expires after 2 February 2031. It covers private rented properties occupied by three or four people from two or more households, plus specified HMOs outside mandatory licensing, including some converted self-contained flats, Building Regulations conversions and purpose-built blocks. Mandatory HMOs are excluded.
Fee tables need checking at application
From 2 February 2026, the displayed mandatory fee is £1,040 plus £25 for each habitable room over the first five; the additional fee is £1,040. Renewal is £940 plus the room supplement for mandatory licences and £940 for additional licences. Selective licensing is displayed at £640, split into £340 Part A and £300 Part B, with a £600 renewal fee, but the page contains overlapping tables. Check the live table before relying on the selective figure.
Property, holder and application details
Licences may run for up to five years and attach to the property rather than the individual. Changing the licence holder requires a new application. Brent provides an Achieve Service form, a tenant-facing checker and an online register PDF. The London Landlord Accreditation Scheme discount is displayed as £40, and an assisted application costs £100.
Enforcement is significant
Brent states that prosecution may result in an unlimited fine and that a civil penalty of up to £30,000 may be imposed per offence. A tenant or the council may seek a rent repayment order for up to twelve months' rent, and a section 21 notice cannot be served while the property remains wholly or partly unlicensed. Keep the licence, designation check and safety evidence together.
