Landlord licensing and compliance in Dover

Dover licenses HMOs with five or more occupants, and charges the notice fees for enforcement separately from the licence itself. No selective or additional HMO licensing scheme could be found on the council's pages, but two council documents quote different maximum fines for unlicensed letting, and there is no published HMO register or licence term.

What an HMO licence costs

Dover licenses HMOs occupied by five or more people forming two or more households with shared facilities such as a kitchen, bathroom or toilet. A new licence costs £1,298 for up to eight habitable rooms plus £72 for each habitable room above eight, and a renewal costs £995 for up to eight habitable rooms plus £53 per further room. Pre-application advice by phone or video is £108 per hour and a property inspection is £190 per hour. Neither the HMO page nor the housing fees page states a fee year, so which 1 April schedule those figures belong to is UNVERIFIED - could not confirm on council website. Applications go through the council's online portal and require the tenancy agreement, gas and fire safety certificates, electrical test reports and building plans.

Conditions and the separate cost of enforcement

Licensed HMOs need a named manager whose details are displayed in the main entrance hallway, fire fighting equipment, emergency lighting and alarms serviced under contract by a competent contractor, and weekly tests logged in the installer's logbook, with the council's HMO amenity standards met. Enforcement is charged on top of the licence: improvement and prohibition notices are £567 simple, £757 standard or £892 complex, suspended notices £893 with a £50 annual review, emergency remedial action £920 plus legal and specialist costs and the cost of the works, and demolition orders £920 plus legal and specialist costs. Charges are cancelled if a notice is complied with in time, but specialist report costs remain payable.

Two different unlicensed-letting penalties appear in the council's own documents: up to £20,000 in the HMO licence renewal pack and up to £30,000 in an older committee paper. Neither is reconciled here, and the current Private Sector Housing Enforcement Policy is published only as a PDF that could not be read, so the civil penalty scale for unlicensed HMOs or for breach of conditions is UNVERIFIED - could not confirm on council website. The council also warns on its licensing pages about fraudsters posing as council officials and demanding licence fees by phone: fees are only requested in writing, so treat any phone or text demand as fraudulent. Planning is a separate question

No HMO-specific Article 4 direction under Use Class C3 to C4 could be found on the council's planning pages. Dover does publish Article 4 directions for other purposes, including conservation areas and site-specific directions, and it publishes them under Local Land Charges. Whether an HMO direction exists is UNVERIFIED - could not confirm on council website, so treat an HMO conversion as a planning enquiry to the planning team rather than something the licensing pages answer.

The council is part-way through a website redesign and some housing content has moved. A legacy Licensed Houses in Multiple Occupation URL now serves the main HMO page, and the council's online licence register is described as covering Licensing Act 2003 and Gambling Act 2005 licences, so whether an HMO register is published online is also UNVERIFIED. Use the current HMO and housing pages rather than bookmarked links.

Verify current designations via Dover District Council's Houses in Multiple Occupation (HMO), Housing fees and notices, Landlords, Private Sector Housing Enforcement Policy and planning Article 4 pages. Illustrative guide - scheme boundaries and dates change; general information, not legal advice.

National duties at a glance
Gas Safety Record (CP12)

Renewal tracked from expiry, reminders from 60 days out, proof of service to tenants logged. Knows the 2-month early-renewal rule that keeps your date fixed.

Electrical report (EICR)

Five years goes quicker than you think. Kept remembers so you don't have to - including the 28-day duty to give tenants a copy.

Energy certificate (EPC)

Expiry tracked from the certificate details you confirm - band E is the current minimum for most domestic private lets unless exempt, and proposed changes are flagged only when they become law.

Deposit protection

30-day protection window tracked from the day the money lands - not the tenancy date - with prescribed information logged.

Right to Rent checks

Check dates and follow-up dates for time-limited permissions, stored against each tenant.

Smoke & CO alarms

Smoke alarms every storey, CO alarms where required, checked and dated at the start of every tenancy.

RRA Information Sheet

A one-off duty for tenancies that existed on 1 May 2026. Who was served, when, and how - the £7,000 question, answered with a dated record.
