East Staffordshire: selective licensing dates and Burton planning control
East Staffordshire combines mandatory HMO licensing with a live selective licensing scheme in named Burton streets. The council also records an approved replacement scheme starting in 2027, while its published maximum penalty figures conflict, so the address and current decision documents matter.
Mandatory licensing and the selective streets
East Staffordshire treats a property occupied by three or more people forming more than one household and sharing basic amenities as an HMO. Mandatory licensing applies at five or more occupants forming two or more households. The live selective designation runs from 12 September 2022 to 11 September 2027 and covers Blackpool Street, Branston Road, Broadway Street, Goodman Street, King Street, Queen Street, Shobnall Street, Uxbridge Street and Waterloo Street.
A replacement scheme is recorded for 2027
The current selective licensing page records an approved 16-street scheme from 1 January 2027 to 31 December 2032, covering Anglesey Road, Belvedere Road, Byrkley Street, Calais Road, Derby Street, Edward Street, High Street, Horninglow Road, Horninglow Road North, Oak Street, Princess Street, Shobnall Road, Thornley Street, Victoria Crescent, Wetmore Road and Wyggeston Street. An earlier February 2026 consultation article proposed an October 2026 start. These official dates are preserved rather than reconciled; check the current designation for the exact address.
Fees, management and enforcement
HMO fees are based on bedroom numbers, but the exact amounts and fee year are UNVERIFIED - could not confirm on council website. Published management expectations include annual gas safety certification, five-year electrical checks, smoke and carbon monoxide alarms where applicable, written tenancy agreements, waste arrangements and fire-safety duties. The individual licence term and renewal process are also UNVERIFIED - could not confirm on council website.
Burton upon Trent has an Article 4 Direction covering the settlement boundary. The council says C3 to C4 changes have needed planning permission since 1 April 2023. Planning permission and licensing are separate requirements. The current additional HMO licensing position is UNVERIFIED - could not confirm on council website.
