East Suffolk: mandatory HMO licensing and the former Waveney planning area

East Suffolk confirms mandatory HMO licensing for five or more people forming two or more households, with current application, renewal and standards documents. The page contains conflicting wording about storeys, and the current fee amounts could not be read from the 2026/27 schedule.

The current threshold has a wording conflict

East Suffolk's current HMO page says that five or more people forming two or more households need a licence regardless of storeys, including some flats above or below commercial premises. The same page also contains older wording that describes larger HMOs as generally three or more storeys. The no-storey threshold is supported by the January 2026 HMO Standards Handbook extract, but the page conflict should be raised with the council for an unusual property.

Applications, standards and fees

The council links current application and renewal forms, an HMO register and a standards handbook. Its guidance covers five-year electrical testing, annual Gas Safe certification, certificates supplied within seven days when requested, minimum room sizes, fire precautions, heating, lighting, ventilation, facilities and fit-and-proper management. The council's fees schedule is for 1 April 2026 to 31 March 2027, but the exact HMO fee amounts are UNVERIFIED - could not confirm on council website because the PDF could not be read reliably.

Enforcement and the former Waveney area

East Suffolk records £21,500 in civil penalties for Improvement Notice failures on 3 March 2026, a £6,500 electrical safety penalty on 24 February 2026, and HMO Management Regulation penalties of £6,000 and £3,125 on 10 April 2025. The council also records £7,500 penalties for failure to licence in 2021 and 2022. Other local penalty limits and the licence term are UNVERIFIED - could not confirm on council website.

An Article 4 Direction covers the entire former Waveney District area and removes permitted development rights for C3 dwellinghouses changing to C4 HMOs. The Waveney Local Plan also records flat saturation zones and controls for HMO conversions. These are planning controls, separate from licensing. The current selective and additional licensing position is UNVERIFIED - could not confirm on council website.

National duties at a glance
Gas Safety Record (CP12)

Renewal tracked from expiry, reminders from 60 days out, proof of service to tenants logged. Knows the 2-month early-renewal rule that keeps your date fixed.

Electrical report (EICR)

Five years goes quicker than you think. Kept remembers so you don't have to - including the 28-day duty to give tenants a copy.

Energy certificate (EPC)

Expiry tracked from the certificate details you confirm - band E is the current minimum for most domestic private lets unless exempt, and proposed changes are flagged only when they become law.

Deposit protection

30-day protection window tracked from the day the money lands - not the tenancy date - with prescribed information logged.

Right to Rent checks

Check dates and follow-up dates for time-limited permissions, stored against each tenant.

Smoke & CO alarms

Smoke alarms every storey, CO alarms where required, checked and dated at the start of every tenancy.

RRA Information Sheet

A one-off duty for tenancies that existed on 1 May 2026. Who was served, when, and how - the £7,000 question, answered with a dated record.
