Enfield: borough-wide additional licensing and 17 selective wards
Enfield has mandatory HMO licensing, borough-wide additional licensing from September 2025 and selective licensing in 17 wards from September 2026. Applications go through the property licensing portal, which gives a 60-working-day target and no tacit consent; the displayed fee figures have no stated fee year.
Three licensing regimes
Mandatory licensing covers five or more people from more than one household sharing amenities, including qualifying purpose-built flats. Additional HMO licensing has applied borough-wide since 1 September 2025 to three or four people from more than one household sharing amenities. Selective licensing applies from 1 September 2026 to smaller privately rented homes in Bowes, Brimsdown, Bullsmoor, Carterhatch, Edmonton Green, Enfield Lock, Haselbury, Jubilee, Lower Edmonton, Ponders End, Southbury, Upper Edmonton, Whitewebbs, New Southgate, Palmers Green, Southgate and Town wards. Selective licensing excludes properties that need mandatory or additional HMO licensing.
Apply through the property licensing portal
The Enfield property licensing portal handles new applications, renewals, payments, variations, temporary exemption notices and cancellations. The stated target is 60 working days and tacit consent does not apply. The portal asks for items including room sizes, detector locations, gas and electrical certificates, an EPC, tenancy documents and fit-and-proper declarations.
Fees need a dated check
The portal displays separate Part 1 and Part 2 charges for selective, mandatory and additional licences, as well as accreditation, EPC and multi-dwelling discounts. The fee year is UNVERIFIED - could not confirm on council website, so the displayed figures should not be treated as current guide-ready prices. Selective licences usually last five years, but exact mandatory and additional HMO terms are UNVERIFIED - could not confirm on council website.
Enfield's Article 4 direction removes permitted development rights for C3 to C4 HMO changes. An HMO licence does not grant planning permission. Where planning use is unauthorised, the council says it may issue a reduced-term licence, usually two years, while the breach is addressed. The portal warns that letting without the required licence may lead to an unlimited fine; current local penalty figures are UNVERIFIED - could not confirm on council website.
