Landlord licensing and compliance in Gloucester
Gloucester City's additional HMO licensing scheme took effect on 21 September 2026 and applies city-wide to qualifying HMOs with three or more people from two or more households that are not already mandatorily licensed. The council's fees effective 1 April 2026 are £1,260 for a new licence and £900 for renewal. An Article 4 Direction is due to take effect in named areas on 3 March 2027.
Additional licensing began in September 2026
Gloucester City designated additional HMO licensing across the city from 21 September 2026 for qualifying HMOs occupied by three or more people in two or more households that are not already covered by mandatory licensing. The designation runs for five years. Licences may last up to five years, with shorter terms possible depending on compliance and landlord history.
Use the current fee schedule
Fees effective from 1 April 2026 are £1,260 for a new licence and £900 for renewal, each for up to five years. The council says the fee is payable in full with the application and is non-refundable. The decision record and current fee page give different Early Bird deadlines, before 21 September and before 21 October 2026 respectively; the correct deadline was UNVERIFIED - could not confirm on council website.
Planning controls are changing in 2027
A non-immediate Article 4 Direction is stated to take effect on 3 March 2027 in Kingsholm and Wotton, Elmbridge, Westgate, Barton and Tredworth, Moreland and Kingsway. It removes permitted development rights for specified C3-to-C4 changes in mapped areas. The City Plan also treats HMOs with seven or more occupants as sui generis. Check the designation map and planning position separately from licensing.
Enforcement figures conflict
The dedicated civil-penalty page states a maximum of £30,000, while the HMO information page says up to £40,000 and refers to an unlimited fine on conviction. Preserve both council statements and confirm the current legal and policy position with the authority. Selective licensing status and local rent repayment or prosecution outcomes were UNVERIFIED - could not confirm on council website.
