Three licensing routes

Additional licensing applies borough-wide to qualifying HMOs occupied by three or four people from two or more households. Mandatory licensing applies to qualifying five-or-more-person HMOs, with a stated exception for some purpose-built blocks of three or more flats. Selective licensing applies on 24 named streets, including Askew Road, Fulham Road, King Street, North End Road, Uxbridge Road and Wood Lane. Check the council's current street list and register for the exact property.

2026/27 fees and payment

For 2026/27, the council lists £1,656 for a five-bedroom mandatory HMO licence plus £183 per additional bedroom, and £755 for an additional HMO or selective licence. Mandatory fees are split 25% processing and 75% management and enforcement; additional and selective fees are split equally. Part 2 may be refunded if a licence is not granted. Renewal fees were UNVERIFIED - could not confirm on council website.

Planning permission is a separate check

The council says properties occupied by seven or more people need separate planning permission. Its borough-wide basement Article 4 direction took effect on 26 April 2018, excluding the Old Oak and Park Royal Development Corporation area; this is not an HMO C3-to-C4 direction. The outcome of a separate commercial-to-residential consultation ending in January 2025 was not confirmed.
