Landlord licensing and compliance in Hampshire

Hampshire County Council is not one HMO licensing area. Housing licensing is handled by the district or borough authority for the property's location, so schemes, fees, registers and enforcement must be checked locally. A county-level guide cannot establish whether a particular Hampshire property needs a licence.

Find the local housing authority

Hampshire County Council is a county council, not a single HMO licensing authority for the whole county. GOV.UK explains that housing and planning applications are usually handled by district, borough or city councils. Use the property address to identify its district or borough, then check that authority's mandatory, additional and selective licensing schemes, current fees and register.

Do not apply county-wide assumptions

The county council's local-authority directory returned 403 during this check, so a complete district list could not be verified from that page. District-by-district scheme boundaries, fees, licence conditions, Article 4 directions and enforcement figures were UNVERIFIED - could not confirm on council website. This does not mean that local schemes are absent.

The address determines which council handles licensing. Confirm the district or borough before relying on any fee, scheme or planning rule. Add your property free →

District-level licensing and planning requirements must be checked with the council responsible for the property. Electrical report (EICR)

Five years goes quicker than you think. Kept remembers so you don't have to - including the 28-day duty to give tenants a copy.

RRA Information Sheet

A one-off duty for tenancies that existed on 1 May 2026. Who was served, when, and how - the £7,000 question, answered with a dated record.
