Three licensing routes

Mandatory licensing applies to qualifying HMOs with five or more people in more than one household sharing facilities, subject to exemptions. Haringey's additional scheme covers all HMOs in the borough, including section 257 HMOs; the accessible designation page identifies a 2024-2029 scheme, but exact commencement and expiry days were not confirmed. Selective licensing applies to specified streets in Bounds Green, Bruce Castle, Harringay, Hermitage and Gardens, Noel Park, Northumberland Park, Seven Sisters, South Tottenham, St Ann's, Tottenham Central, Tottenham Hale, West Green, White Hart Lane and Woodside.

Check the street, register and fees

The council's selective scheme is stated to run from 17 November 2022 for five years. It provides an online register, but says this is not the full HMO register; the full register requires an appointment. Selective fees are linked to a 2026/27 schedule, while the HMO fee page showed a browser-verification interstitial. Current HMO charges, renewal fees and the applicable fee year were UNVERIFIED - could not confirm on council website.

Planning and penalty figures

Haringey says its Article 4 Direction requires planning permission for C3-to-C4 change in 16 listed wards; HMOs with seven or more occupants need planning permission borough-wide. The council HMO page states civil penalties up to £30,000, while legislation amended from 1 May 2026 sets a £40,000 maximum for relevant offences. Treat these as differing official statements and confirm the local enforcement position.
