Sheffield: no selective licensing since 2023 - but don't relax
Sheffield is unusual among big English cities: it currently runs no selective licensing and no additional HMO licensing. Its only selective scheme - covering London Road, Abbeydale Road, Chesterfield Road and adjoining streets - ran from 1 November 2018 to 31 October 2023 and has ended. The council's own guidance told those landlords there was no need to renew. What remains is mandatory HMO licensing, and Sheffield attaches conditions to it that catch people out.
The training condition nobody expects
Sheffield's HMO licences carry a condition that the licence holder or manager attends professional landlord training within a year of the licence being granted - unless you've attended suitable training in the five years before. The council publishes the content the training must cover. It is a licence condition, not a suggestion, and breaching a licence condition is an offence in its own right, separate from being unlicensed.
Allow far longer than you think for an application
Sheffield states that tacit consent does not apply to HMO licence applications - you cannot assume approval because time has passed - and applications have been running to sixteen weeks and beyond. Fees are charged in two parts, one with the application and one once a draft licence is issued. If you're buying an HMO, the licence does not come with it; start the application early rather than at completion.
Article 4 is the bigger constraint here
Parts of Sheffield are covered by Article 4 Directions removing permitted development rights for small HMOs, so converting a family house into a three- to six-person share needs planning permission. The council refuses change of use where more than 20% of homes within 200 metres are already shared housing. In practice this bites harder than licensing does - check planning before you buy, not after.
No licence still means every national duty
Annual gas safety, a five-yearly EICR with a tenant copy inside 28 days, a valid EPC, deposit protection within 30 days, Right to Rent checks, working smoke and CO alarms and the Renters' Rights Act Information Sheet all apply to every Sheffield tenancy - licence or no licence.

Renewal tracked from expiry, reminders from 60 days out, proof of service to tenants logged. Knows the 2-month early-renewal rule that keeps your date fixed.
Five years goes quicker than you think. Kept remembers so you don't have to - including the 28-day duty to give tenants a copy.
Expiry tracked from the certificate details you confirm - band E is the current minimum for most domestic private lets unless exempt, and proposed changes are flagged only when they become law.
30-day protection window tracked from the day the money lands - not the tenancy date - with prescribed information logged.
Check dates and follow-up dates for time-limited permissions, stored against each tenant.
Smoke alarms every storey, CO alarms where required, checked and dated at the start of every tenancy.
A one-off duty for tenancies that existed on 1 May 2026. Who was served, when, and how - the £7,000 question, answered with a dated record.
Preparation and export support for the future official registration process - clearly marked as planned.
Selective licensing (ordinary lets): No current scheme (ended Oct 2023). See the local picture above - every other duty applies exactly as it does nationwide.
