Southampton: nine wards of small-HMO licensing since October 2025
Southampton licenses HMOs in two ways - mandatory and additional - and has no selective licensing scheme. Its additional HMO scheme was renewed and expanded from 1 October 2025, covering nine wards for five years and pulling in smaller HMOs with fewer than five occupants. Landlords were required to apply within three months of the start date, which has now long passed.
The scheme more than doubled in size
Southampton's previous additional scheme, running five years from summer 2018, covered four wards: Bargate, Bevois, Portswood and Swaythling. The 2025 designation covers nine - Banister & Polygon, Bargate, Bassett, Bevois, Freemantle, Millbrook, Portswood, Shirley and Swaythling. If your property is in Bassett, Freemantle, Millbrook, Shirley or Banister & Polygon, it was outside licensing until 2025 and is inside it now. That is the single most common gap in the city.
What the additional scheme catches
It covers HMOs with fewer than five occupants - the ones mandatory licensing misses - and HMOs within purpose-built blocks. Section 257 buildings and properties exempt under Schedule 14 of the Housing Act 2004 are excluded. Five or more occupants in two or more households means the national mandatory licence instead, in any ward, and that is stated as a five-year term from the date of issue.
Student lets are the pressure point
The expanded ward list follows Southampton's student housing corridors around the university and Portswood. A four-person student house that has run happily unlicensed for years in Bassett or Freemantle became licensable on 1 October 2025 - and "nobody told me" is not a defence to letting an unlicensed HMO. Check the designation notice map against your address if you're near a ward boundary.
The national duties apply in every ward
Licensed or not, every Southampton tenancy needs annual gas safety, a five-yearly EICR, a valid EPC, deposit protection within 30 days, Right to Rent checks, working alarms and the Renters' Rights Act Information Sheet.
